As a member of District Council 82, you and your dependents are eligible to apply for multiple scholarships to help ease the financial burden of pursuing higher education.
2026 Minnesota AFL-CIO Scholarship
The Minnesota AFL-CIO Scholarship will be awarded to five recipients. Four scholarships will be awarded to union members or their dependents graduating from high school and attending college within the state of Minnesota, and one scholarship will be awarded to a student attending a trade school.
Requirements
- Be a union member or dependent of a union memberwhose local union is affiliated with the Minnesota AFL-CIO
- Be a graduating high school senior
- Have a straight B average or higher (3.0 in a 4.0 grade system)
- Attend a post-secondary institution located in the state of Minnesota

S. Frank “Bud” Raftery Scholarship
The S. Frank “Bud” Raftery Scholarship was created to honor S. Frank “Bud” Raftery’s life and service to the International Union of Painters and Allied Trades. Children and legally adopted dependents of IUPAT members in good standing are eligible to apply for one of ten $2,000 scholarships.
Requirements
- Be the child or legally adopted dependent of an IUPAT member in good standing
- Submit an essay, not less than 1,000 or more than 2,000 words on an essay topic selected by IUPAT Scholarship Committee
- Attend a certified college, university, voc. tech./trade or other such institutes of higher learning. Award winners must enroll in the school of their choice within a year of the award date or forfeit the award.

A. L. “Mike” Monroe/Ralph D. Williams, III Sports Scholarship
This scholarship program was created to offer student-athletes the opportunity to pursue their athletic ambitions while earning an advanced educational degree at the academic institution of their choosing. Despite their athletic talent, neither man had the resources to attend college and instead joined the Union at a young age. This scholarship, named in their honor, gives IUPAT members’ children the chance to attain a higher education.
Requirements
- Must be a legal dependent of an IUPAT member in good standing
- Supply an official high school transcript
- Supply a complete history of athletic participation and special recognition in high school
- Register with the NCAA Clearinghouse and declare the athletic program in which they will be participating
- A letter of recommendation must be submitted from the coach or athletic director of the institution the applicant has been accepted and has chosen to attend.
- A complete record of additional financial aid
- Submit an essay explaining in 1,000 words why you should receive this award
